A native of Dunkirk, Carl Elshoecht took up sculpture in the workshop of his father, a naval sculptor, before obtaining a grant to move to Paris and train with François-Joseph Bosio. From 1824 to 1853, Elshoecht, a leading figure of Romantic sculpture, exhibited mainly bust and medallion portraits at the Salon.
